After graduating from the University of Tokyo Faculty of Law in 1966, he joined the Ministry of International Trade and Industry (MITI) and studied at the University of Pennsylvania Graduate School of Law in 1971, retiring in 1982 and running for the House of Representatives, where he was first elected in 1990. He served as Parliamentary Vice Minister of Labor, Senior Vice Minister of Finance, Chairman of the Security Committee, and Chairman of the House of Representatives Legal Affairs Committee.
